Its different for everyone, but I'm gonna try to give you some examples
some people just think: "I'm pretty and skinny, I wanna be a model" so they go to a modeling agency and say they would like to try it. the agency is the one that is gonna tell you if you can or cant be a model. most of the people that get accepted in the agency never really make it as a model cause they never get hired for any job. there are 2 ways to get hired: casting and direct booking. casting is when there is a job and the agency think you might fit the profile for the job so they call you and tell you the time and place where the company that are hiring the model is gonna be making their choice. direct booking is when the company ask for the agency: "I would like you to send me pictures of model this tall, with a body like this and a skin like this", the model agency send the pictures to the company and they choose the model without making the cast. this is way better cause you dont waste your time trying to get a job.
in my case wasnt like this... I'm gonna be 22 in january, when I was 20 and was at the mall buying some stuff and some random gay guy just stopped me and said: "have you ever thought about being a model?" I said no: "no", he: "you should go to my agency", "thanks"... 1 month later I'm oficially a model doing some random jobs here and there lol. now I'm a good decent model looking to get some career big break outside brazil
for my girlfriend was like this: she is 23 now, but when she was 12 she won the Elite Model Look Contest, since then she is a elite model, she has been traveling the world modeling since 16, this year she decided to lay some work in brazil (after years in europe and asia) and thats how I met het. she makes a lot more money than I do as a model, she is a really good model, might become a victoria secret model this year, she even got her own action figure lol:

actually brazil is not a good place to be a model unless you live in Sao Paulo and even if you live there europe and asia are WAY WAY better... NYC is great too
being a model is not just about being hot, you have to fit the profile, have to make good pictures, have to be really skinny (woman) and in a very good shape, you sis is probably not that hot or she has some things that are getting in her way for being a model (like if she isnt tall enough)
for girl you have to be at least 5.7 (1,70) and man 6.0 (1,80)

when I got hired they told be how they would like me to be and they wanted me to let my legs unshaved, if they wanted my legs without hair I would have taken the hair out before the pics

the best agencies in the world are elite models, ford models and IMG, but you can't find them in every city... I dont have any of those @ the city I live, so I had to go to a small local agency, they got in touch with Ford Models in NYC and they accepted me to work for them asap, so I'm moving no NYC in december.
what you mean with "companys that want a fee" ? if its what I'm thinking it really never happens, ppl might ask to have sex with you in order to get hired for the job, but not money... at least never heard of anything like that
