Dont get your hopes up. the tourist police wont do anything, you might get a replacement but chances are youll just be advised not to return. Tourist police are a voluntary organization of foreigners. They work alongside the Thai Police to calm situations usually that are happening right then and there - Motorbike crashes, fights etc.
It doesnt matter how things work in Brazil, youre not in that country anymore. Thais work on their own system and losing face is a HUGE deal and when you start talking shit about them to their customers youre lucky they didnt bash you to into a coma.
You should have taken the replacement and moved on.

our justice is not very efficient but brazil aint a jungle like thailand seems to be. you cant just get away with hitting people in the middle of a mall with cameras recording it and witness around. in brazil these guys would probably get arrested with bail set and sentenced with community service or something like that...

It's sad that your internet persona transfers over into real life. If you were in North America, it wouldn't be so bad, since you could get away with saying stuff like this to employees at a store/mall without there being any physical harm. You cant do this in Asia.
Also, I would never buy electronics in Asia unless it was in Korea, and it has to be from a certain store. And, if you buy electronics yourself, instead of having a native Thai person doing it, expect to pay more, and/or not be able to get a discount/deal on anything.

You don't have a right to your money back, it all depends on store policy. Some stores allow you to return items for money and some only allow you to exchange it for store credit. You should probably ask this before making a purchase in which the cost is high enough to upset you if you couldn't return it.
