Raising preflop more than 10% is somewhat wild. 5% is average. Less than 3% is passive.

I wouldnt reraise preflop with such a draw heavy hand that you arent hitting pairs on the flop most of the time anyway. I usually just Cbet no matter what about 2/3-3/4 of the pot if i was the end raiser preflop. He has A-J or something dumb and you can push him off 90% of the time. Also, that is, if he checks to you

edit: actually i shouldnt say no matter what Cbet it depends on the player/board/your hole but yea, usually
