betting or even jamming flop is much better on this flop, you prefer folds by hands that flip vs you

it's vs reg, no reg will call 4bet sized 28 with marginal hand and bluffing with 28 is expensive

small 4bet, small costs, they 5bet jam more often with pockets or A5s, doubt they'll jam that over 28 + sometimes they call with hands like these A4s, 86s, 99... hard to hit these, cbet takes pot down a lot, or 33% and 33% flop and turn

I would definitely go bigger than $20, especially being oop. $22-23 would be my preferred sizing.
Both betting and ch-jamming can be fine depending on villain.

yeah 23 preflop is better imo, 20 IP I dont mind. not sure I agree with your thinking that they will 5b jam wider vs a smaller 4b because they have to risk more to win less in this case, even if your range is wider on a smaller 4b but whatever I dont really know. as for the flop definitely bet get it in you flopped good, and if you check flop I think betting this turn is severely bad.
