depends on whats his c/c range as initial raiser
but i guess its really strong his c/c twice range so probably bet smaller and hope him call you down like Tx 88 99
i think its still fine to vbet the river just bet it smaller
and against 10% pfr range you should fold this hand preflop

normally its pretty easy value bet, but this spot is kinda weird, because of his flop check. I guess he would cbet T+ and based on this and his pfr, when you value bet river you aim exactly on 77-99. so if you want to value bet here I like under bet - maybe something like 1.3 or so
