These kinds of spots happen semi frequently. Where no value hand makes sense, but also no bluffs makes sense. To what do you lean in these kinds of situation. Do you simply go by absolute strength of the line taken? The only valuehands i can think of are a weirdly played JJ or 73/93 Btw should have bet bigger on every street and 3bet pf. Probably was in another spot somewhere (Goddamn zoom poker).

Also suppose he did have a value hand. Wouldn't he want to check raise bigger here so that he can shove for less than pot on river?

Right this is the kind of thinking i often times use in similar situations. This betsizing doesnt make sense for a good hand so i call. But i was wrong pretty often with that. So people probably just suck at betsizing.

i'd fold, looks like villain couldnt use this line frequently, just so hard to balance
unless we have some strong reads villain range's draw heavy i would like to shove here
