I'm basing this completely on his cards, however, why not raise on the river?

a river raise would be completely inconsistant and probably treated as a bluff imo.
if i wanted to raise somewhere in this hand, then i would choose turn.4

there is a light at the end of the tunnel... (but sometimes the tunnel is long and deep as hell)
