He probably folds aces with some frequency, but your point being about choosing to bluff with 89, he does block A9 and 99 and he probably bluffs on turn or river many air hands so he isn't going to show up with a ton of worse hands on the river with this line

he's repping A9+ and he'd have to have slowplayed pretty much everything better on the turn vs a guy who's saying he has rivered an ace.

it basically comes down to each others perceptions of what his bluff frequency is in this spot. It's easy to fold Ax if you think they are not bluffing enough here. If one were to think it's too ambitious of a spot for someone to bluff, then it's easy to fold Ax as well. Seems very circular to me, we can start going around in circles here.
