This is like the board he has less flushes in his calling range. KhQh and maybe KhTh, Th9h
What I don't like about betting is that a heart river sucks balls and he still is gonna bet the hands that call when we keep barreling.

I c/c twice, he had AoQo, felt like an uber nit (river was a blank)

seems like c/c is fine. our line looks so weak that our opponent will usually bet our hand for us, and the hands he's not betting are hands he's probably not calling bets with.

personally i'd be betting nearly my entire range in his spot on the turn

here villain shouldn't have pretty much any air v utg range and by having JJ we don't block any Ax besides AJ that we often get like 1.5 streets out of here
