and if lucky get a call , if not get a fold, i dont think you will get called more by just raising, he bet weak river, he might even level himself into thinking u jammed because of his weak bet xd
so i would just jam

Raise if he really varies his sizing and he cannot have nutty hands with underbets on the river, I wouldnt expect many calls from worse so its vital tha the never shows up with nuts here for it to be an EV+ raise

even if he can have almost every hand combo of the nuts there are so many hand combos of lower 2 pair K9o, K6o, Q9o, Q6o etc.. Also we should have a ton of raw fold equity since he is bluffing a ton here.
There is also the EV that we do not want to be seen opening Q7o BVB coupled with check calling these types of board texture with the betting lead. If we are always CCing here our medium strengh hands but always betting 8x+ 6x, 9x then that makes us very easy to play against
