Because of that they hold on and not strike becuase they conclude that the innocent wife will be harmed if they attempt the assassination of the Tsar. This is terrorism around 150-200 years ago.
Also look at the Duel's stories in Europe. People would stand face to face with a pistol trying to defend their honor. If you save your shot and your opponent misses he would still not run. He would stay still until you take your shot. Now compare that to what happened in India.
