i hear that checkers is a mechanical game where if two good players play it'll be a tie no matter what......................... like tic tac toe

Yes somewhat. Recently they finally perfected a machine that can beat any human in the world at chess. The best a person can do is tie with it. But humans are prone to error so if two champions went head to head there will eventually be a winner.
