Alright:

1. Raise pre. I don't mind limping in early with lower pps at this level to hit a set, but 99 is something you should be raising in middle position.

2. Reraise more on the flop. Don't get in the habit of min-reraising because it's a surefire way to lose lots of value in the future. If you move up to higher stakes, smarter regs will also read the min-reraise as huge strength and fold anyway.

3. Once again, you're losing value by not raising to a substantial amount. Say you raised to 55c instead. Then you comfortably sized the pot where going all in on the river is perfectly reasonable. This is a hand you want to go all in with, and if the pot is too small by the river, he is not at all committed to calling a large raise.

4. If you're gonna bet large like this, you might as well just shove. The difference is not going to make him fold. The reason you suddenly bet out so much on the river is because your minraises earlier did not put enough money in the pot, so now you're trying to compensate for the lost value by throwing out a huge bet.
