I think its read based and not frequency based on the river whether he calls or not..
After his turn line his hand is quite face up.. I think based on history this overbet could be a super easy call, potentially would be harder facing a 3/4 bet or soemthing that looks more valuey.
But again I think turn raise is quite small so he may feel villain gets to river very wide.
