yep... turn raise is kinda random. from balance POV i guess we have some 97h type hands we might want to bluff, and 8x hands to protect but... really 8x doesnt need much protection since it has a fullhouse draw. so we are really just trying to get a lil bit of equity via our gutshot bluffs that can't continue, at the expense of being less balanced on rivers when we call (since we will have much fewer 8x+ hands if we are raising this)

Raising turn with this does not cap you on the river, villain can remove some 8x from your river range when you call turn sure but you can still have all boats and other 8x.

I don't think hero is doing this Fira in an attempt to increase his ev by balancing a gutshot turn bluffing range. Maybe he doesn't feel comfortable shoving river over a bet on a lot of cards. or simply doesn't want to risk not getting a stack vs a hand that calls calls versus bet, check call
