i would prefer to flat this turn, i dont see the value in raising as we might scare away his bluffs and our hand isn't strong enough to raise for value.

Fairly basic principle of poker to follow until you're good enough to diverge:

Air: Cbet on good boards that makes a lot of people fold, otherwise c/f.
Weakish (strongest hands you don't want to call with, usually gutters and blockers etc): Best hands to bluff with.
Marginal: Betting needs reasoning. Raising is almost always bad.
Monster: Do whatever it takes to get the money in, usually villain dependant.

You're raising with a marginal hand. This is terrible without a read. Since you're wondering if it's good, it's likely you didn't have a read to go off of. Don't do it.
