They are BB and CO. BB most likely has Jx or some type of draw, or a strangely played set. CO could have anything from JJ+ to draw. You already have Jh so JThh can't be a combo.

on this board when someone has a set they repop flop

after raising flop turn check is bad as played. tryign to get a free river card not in position is a bad idea. and additionally even if both players fold even 10% of the time here it'll make it +ev even if we have shit equity (which we don't with our hand)

if you aren't willing to get in combo draws don't raise them on the flop. or better yet play with a deeper roll so we aren't playing scared.
