also should I have bluffs in my range here. I barrel turn 55+ so raise will look only like very credible 4 or air.

i think you should have some bluffs and i think you should raise it pretty big since you are including bluffs. on a board like that he could easily float a lot of Ax hands and some KQ KJ type hands with a backdoor; i think he could have some 9s and he could even have a 2 on occasion.
the 4 is a good card for him to bluff (even though he could check A high hands for a chop / value ) and if he has a 9 he could be hoping you make call - where he likely believes you are weak after missing and cbetting the flop.
i think you should raise it a good amount so that when he does call, you get value, if he folds you set the precedent for that kind of sizing on rivers like this and its expensive for him to snap off bluffs
