i guess in certain clubs if you're drunk enough or on drugs and that music is blaring really loud it can add to the atmosphere. even though i kind of want to kill myself for typing that last sentence.
but it's more like another sensory stimulus like the strobe lights or whatever, it doesn't actually have any redeeming musical qualities.

My friend set up a website that became the biggest for dubstep mixes in 2005ish was even producing records. The music changed I don't really like the new stuff.

Goose nailed it. the song that you linked is pretty shitty, and lots of the dubstep that is popular or that people know about is just dogshit. You gotta do your own searching to find quality stuff and the speed and sound of the dubstep you like.
