You should read the second amendment. It's for a police state. I'm not joking in the least bit. However, what police state means is a little bit different from back then to today's term. I think the founding fathers were going for a more a public that defends itself and polices itself without paying people to do that. Militias can not call upon themselves, as doing so would threaten the security of a free state. The militia must be trained if called into service, which is what well regulated somewhat means. (being subject to regulation from a superior authority.) At this point, being trained means that arms rights become less, because you are more dangerous when armed than the unorganized militia. (note: once you've been called into service, it's possible for you to be called into federal service, making you part of the militia even after 45.)
