minraises pre I think 3b and fold are both viable

Not the best baord in the world to raise is it. Let's pretend I am not aggro for the sake of it and have something like JQ with Q or J of spades here.
What would be your preferred line against a person that steals wide and is capable of folding?
1) flop -flat or raise
2) As played turn+rvr?

I feel like 2 barreling only and giving up rvr is setting money on fire what will he call flop with and fold turn? Maybe As when I make it big but hardly if he has a pair with it. So give up turn or 3barrel pretty much?
