is this how to do it vs a fairly unknown but not overly aggro looking recreational player? I figured I'd bet around 11 into 16 on the river whtaever it was too?

I c/r flop.
On the turn i expect him to fold anything beside aj+ against your lead

You are going to make him fold a lot of hands.
I prefer c/r or c/c, this one if you think he can value bet an ace on the river.

sorry for shitty english.

I see..

Hrm, what does c/r flop accomplish? I know my equity isn't terrible against any hand but aren't I just valuetowning myself on the flop when I'm behind and never making money except vs a random flushdraw he might have?

I'm c/r the flop often with air as well there for this is an easy get it in for me. If u never c/r as a bluff here u might flat, but still i prefer to get as much money in on the flop as i can

depends on your style, if you like to check raise a lot this is a perfect spot. If you like to float flop oop and lead scary turns a lot then wp now.
