After the hand he said i was lucky he missed - so i guess he was on FD. Should i be re-raising flop again here? or flat calling flop and re-raising larger on turn?

i think u can reraise flop on such a draw heavy board since he looks fairly strong, and assuming he calls flop he will call turn, hit or miss. As played, I think you should raise turn stronger for sure since he is getting 4:1 on his money which is what he needs for a flush draw and to get more money in.
