ill be in Phuket from 27th/28th onwards.
Im not sure how busy hotels will be, but id look at booking any connecting flights (BKK to Phuket) ahead of time since new years will be crazy busy.
So you might wanna book ahead of time to avoid getting stuck with no where when u arrive and make sure you can get from BKK to Phuket.
I think the 2+2ers recommend Dream Hotel in BKK as a good place to stay - depends on ur budget and what you want though. Khao San Road is where all the cheap guest houses are where the backpackers stay, Ive never went there though coz its all just white people and people hocking crappy goods etc.
in BKK definitely hit up some regular clubs coz theyre really awesome but also have a degen night somewhere like Patpong (didnt go there but it sounds straight up filthiest of filthy) or Nana Plaza (went there, whores everywhere, good fun) where youll feel dirty just being in the area 
Dunno when the full moon party is, but id be down for that too if theres one when youre there since i wanna go to one, although New Years should be crazyyyyyyyyyy.
