in short:
it's about country inhabitants building a tower so big, that it finally colapses, then they start building it again and repeat. Then one guy from that country says "why do we build this tower over and over again, it's insane!", but that country ppl treat HIM as insane, because he doesn't want to build the tower, like everybody else.
