I don't think Russia is in danger, their market is one of the best available atm - rapidly growing and very fast.

Germany is one of the biggest and richest markets in EU, with poker online being legal in some of the lands there. I dont think its in danger.
Hard to speak about Poland, but our law is constructed that way that there is no way to execute it, despite poker being illegal in the letter of law. Should be fine as well.

Long story short I would say all those changes are being enforced because of two things:
1) Amaya being a company noted on a stock market. I would say they should be going towards what PartyPoker is atm.
2) PokerStars fighting for the license on US markets.
