No info about villain. Do you think fold on the flop is better?
What he would reraise with vs a x/r here? A draw, even AK spades doesn't seem reasonable. What am I beating here? Maybe some random A9s, A5s...

I am more concerned about my flop decision here.
People often say "well it was a set over set, I couldn't do anything", but there are some spots, where you can actually manage to fold bottom set and I believe this one is probably one of them. I am going to brake it down, as I see it now
He is betting almost the pot vs 2, then I x/r 3x vs 2, then he makes 2,5 reraise. Well this is a very strong line. At this level players bluff rarely and in this kind of spots almost never. So it is healthy to remove his bluff range here. There are no monster draws either so let's see what he bets there for value. AA, 99, A9s, A5s are the possibilities, but would he reraise with the bottom of his value range against my 99, 55, A9s, A5s here? I believe not. A9 is also below the line here. We are deep and I am crushed. That's why I believe fold is the best play.
Please correct me if I am wrong.

just put bottom set into your flop x/c range rather than forcing yourself to make impossible decisions on later streets. x/r your middle sets, this way u don't have to worry about folding because you're concerned u r in a set over set situation. im pretty sure i havent been stacked set over set in a single raised pot more than a handful of times this year.
