Don't have a massive sample on this guy and havn't really seen him goto showdown he seems quite loose and seems to be quite active in 3betting but other than that i don't have any reads, 32/28 over 60 hands at the time of this hand. I really don't know what to think here

ya kind of hard spot,
but i prolly call and reeval turn, and get it in on non heart turn. he may be doing this with 88+ or flushdraw.
if he shows a set, it's a cooler

I'd get it in on such flop against a 32/28. I'd do the same with big draw and if he expects it he can call with smaller pairs also.

P.S is 100nl low stakes? soon i'll start posting 100nl hands but just want to know where

this is an extremely easy stackoff and I like to get it in on the flop here against this player.

In this common spot 3bet/calling flop or flatting and getting it in on the turn are both fine depending on what you feel is right this time. With the Kh you are able to take the flatting option slightly more often cos you are less scared of a heart turn, but overall I much prefer 3betting on a flop this low because more weaker overpairs can come with you, as opposed to a q high flop for example.

aggression factor at time of hand was 1.5 but i don't think it means much over such a small sample
