turn play is spewage at it's best

hate it. if im peeling the flop im not raising the turn. i'm peeling because i think he's bluffing and i intend to call him down. why raise the turn? this guy is so passive that he probably doesnt have a draw, secondly he's not value raising a 7 or any pairs under TT on the flop and whenever you get it in you have 2 outs. furthermore his turn bet is pretty small allowing you to go to showdown cheaply and let him bluff off as you should be intending to do when you flat here. Also fwiw I don't think this guy is likely to be bluffing very often and I would probably just fold flop unless he's been doing this kind of thing frequently and you just wanna take a stand
