When the 4th flush card shows I look at the 9.70 pot and think it's 5.20 to bluff it and his chance of having a heart is on average about 1/3.
If he's folding non hearts and a few very low hearts is this a worthwhile bluff spot?

depends on what type of NL10 player he is.
There are many diffrent types, they're all bad but each to be exploited in a diffrent manner.
