Its no mystery that the basic purpose of government is to protect its citizens from a spectrum of threats, whether real or fabricated. If there are no threats people would gradually begin to question why government is necessary and it could slowly fade away.

Two political actors wouldn't have to be directly communicating in order to essentially conspire in a sense -- their goals are pretty similar and based in either religious or nationalistic zealotry. Its a symbiotic relationship, really. Thats enough of a conspiracy in alot of ways.
