I think laughter is a really common initial response to this type of happening and there's no point in criticizing that. I'm pretty certain if I saw that very thing from the same distance, my first response would also be laughing while going holyfuck oh mygodjesus christ that is absolutely insane
then half a minute later you realize that wow that is terrible, but laughter as the initial response makes total sense to me.

I was happening to reddit just as it was happening, so I sat and read about it for some hours. I think it started with an incident at a gas station, and two trucks. So people were already concerned, the police and fire department was already called in. Warning was out, people nearby was already panicking.
I also remember reading something about traffic was heavy, a lot of people trying to get away from the area. And the explosion was near the dock, a chemical plant. So not as heavy as a residential area. These things combined probably made the casualties a lot lower. (But I did read that the initial blast vaporized all the nearby first on the scene people).

Before the first explosion you can actually see fire truck lights at the impending blast site. At least it was quick.....i hope..
