This reminds me so much of my ex room mate. Went through similar issues to you. I raged about it as well, and had to tell him over and over again the same stuff. I don't know what to tell you on how to fix it. My situation ended with me continuously having to tell him to stop being an inconsiderate asshole. Finally one day I was raging about how he never did the dishes or cleaned, and I always had to do it, as well as he owed me some money. I guess he was pissed off about me harassing him, and he went crazy, pulled a knife out of a kitchen drawer and came at me. Hopefully your situation turns out better lol.

lol the deadline was when the bill was due. Just disconnect service and tell him if he wants electricity it's going in his name.

one time I shared a room with a Chinese guy for 2 months and we literally never said the first word to each other
