if he was moved to your table an orbit or so ago, which can be a lifetime in live tourneys, you should have seen him do something....
did he fold every hand and this is his first open, or did he play any previous hands?
if he played previous hands, and folded, or lost, etc, i think shoving is standard.
if he sat down and proceeded to fold every hand until this spot, when he chooses to open for 3bb instead of shoving, id be a little wary.
it is very unlikely he is raise folding from early MP pre flop..... in theory, he should be open shoving more hands than he would raise to 3bb with. if i were villain, id be more likely to raise to 3bb with the absolute top of my range and shove the rest of my opening range to avoid flop messes and capitalize on fold equity.....i would only want to get called or potentially receive action if i felt good about my hand if it went up against someone else shoving.

you are a small favorite against this range, so i think shoving should be the default play, but i think in some cases (if the guy has an aura of nittiness) maybe you can fold. i am not saying you can fold for sure, but maybe.
