yes raise the maximum. this is an extremely drawy board, many straight draws and the flush draw.

First of all u are getting urself on a very tough spot from the beginning of the hand. AADS is a super sweet hand, BUT POSITION IS THE MOST IMPORTANT THING. Since u have none, u are not in control of the hand adn u are subject to put all ur money in on against a draw that's likleyto be a coin flip. If u want to make it on the long run, u have to fin better spots spot for AADS. Like isolating 1 player WITH POSITION. Even though u are double suited, u have all the table limping and u are OOP. Variance at omaha is a bitch and it should be ur biggest concern. My advice to you. just limp in, hope to flop a monster and check raise.
If you analyze the flop, 10 8 with 2 spades is a coin flip.If he had wrap, with the flush, u are know an underdog, imagine all the hands he could have. To me, it looks like a made str8. So next time, remember the key to omaha is position and isolation.

at this stake, when you raise preflop, they assume you have Aces. So i guess he has AAxy beat on turn, or he has a smallish set with a blocker ace like 99Ax or 77Ax, but when they play this way, they have it on turn.

Turn card beats you so many ways, you'll only win the pot from here if the board pairs, I'd fold. I find pairs in the pocket in omaha far less valuable than suited and/or connected cards. I fold in this spot.

You'd be out of position, i'd like your line.
We have position, and all the draws didn't get there + you have equity.
