If he's limp/calling UTG and he has a 19 PFR then he must have limped a bad hand, like small pairs and small suited connectors. So a 5 is very in his range. I doubt he's doing this with 66/77 unless he's a huge aggro spazwad. folddddd

yes it is sometimes a bluff, but you kinda need a reason for him to bluff you here, if there is no history its probably a fold .

Id be more inclined to call if I bet something more inductive but I think you can check behind turn without history that you can snap a bluff, call river or bet if checked to.

altho a question i also have here is what to do if river is a certain card and he checks:

a) river is (any suit) > value bet here? seems thin since its more like turning our hand into a bluff, repping high cards on the flop.
b) river is like or so > valuebet here seems stnd ? how much into a 27.50 pot to try and induce a call from A high? like $20-22 or would u go for a low amount like <15 ?
c) river is > despite being overcard value bet seems okay? or too thin?

on a broadway river i think i am checking this behind, but when i want to induce call from Ahi i would bet 25$ against most villains, if they are calling 20$ they are gonna call 25$ for sure
