Anyhow they set up an ambush and decide to strike when his carriage enters the woods. Few minutes before the assassination attempt they realize that Tsar's wife is with him in the carriage. Because of that they hold on and not strike becuase they conclude that the innocent wife will be harmed if they attempt the assassination of the Tsar. This is terrorism around 150-200 years ago.
Also look at the Duel's stories in Europe. People would stand face to face with a pistol trying to defend their honor. If you save your shot and your opponent misses he would still not run. He would stay still until you take your shot. Now compare that to what happened in India.

In Saudi Arabia, they refuse to teach kids about the Holocaust in public schools, they hate jews thhhhaaatttt much.
