Seems like up to PLO200 ppl are passive in general and you dont need to do tricky stuff to be a winner. But at PLO400 its more common to see the games more TAGs and you have to start to add some moves you usually do at NLHE
This includes:

1. 3 bet from blinds vs a very loose button opener who's not a station (if he's a station you dont need to 3bet).
2. react accordingly to constant floating and c/r if you're the one who cbet almost always
3. c/r to the button opener who cbets a lot

All this points aplies to HU as well. Im thinking most of this situations to HU pots vs a TAG or average decent postflop player

My toughts:
1. Im more inclined to 3b rundowns (6 as the lowest card) and Ahigh suited with 3 rundowns. Suited aces are welcome too
2. and 3. are my weakness right now and dont have a solution Im sure its the best. Any suggestions?

this isn't really a completely direct reply - but I will say that I don't think you HAVE to make moves, even at 400nl.

you can always just play more solid than your opponents, though obviously ur edge does become much smaller up around those stakes.

Playing tight standard (this applies differently in PLO as compared to NLHE obv) without any advanced moves still works fine up to PLO400. Even higher. There are still enough people who play relatively high without much fundamentals in PLO at all. I generally play LAG in PLO400 usually...if I'm playing...but that's a different story.
