20 hands mean nothing as well as the comment about him raising hands like that...where does he raise them from? ep/mp/lp? is he calling hands like this? how does he play his hands post flop?

Ya obv shove. Your bet sizing preflop looks good. I mean what kind of a flop do you want if your putting in 20 bb preflop. Just a cooler.
