Villain is a retard. His range is really wide but I don't think he is ever folding after betting turn. What is best here? Should I have bet turn assuming he is never folding then either?

A descriptor of "Retard" still doesn't make me think you have the best hand. Trashy Khi/Ahi, weird pairs. Better draws. All are in his range. You're facing a potsized bet with a medium flush draw, possibly 1-2 good overs.

Depends what you mean by retarded imo. If he's never folding then I would probably call and reevaluate on the river. Then again, if his range is <-----that-----> wide you might be completely screwed here...
