I think this is an ok spot to valuebet against such huge fish, but overbetting with only knowing his stats seems... reckless and scared (as in "omg if i dun betz them millionz, he can outdraw meh!" . I'd go for some moderately sized valuebet and possibly a blocking bet on the river.
And preflop stats really aren't good enough for a read here. Imo you have to add additional info on the 40 hands he has played and base your decision on that. Stuff like, did he give up on flop or always call both flop and turn. Preflop stats over such insignificant sample aren't much of a read anyway.
But no, I don't think overbetting is the optimal play here. You'll get folds a lot from worse hands and better ones never fold (Zeebo theorem). Whilst normal valuebet could earn you some extra value from those Ax type hands, hoping to catch something. |

No sarcasm at all. I think it's standard to valuebet here. I agree the overbet is rather excessive and a valuebet is better, but since villain only has a 45bb stack any bet at all is totally committing and there is little difference. |
