Villain is a reg who's on the loose/passive side. Runs like 18/8/2.

I find it hard to believe he wouldn't bet a good Q here, so his range is probably polarized to draws/boats.

Given that, is it still better to be folding here?

I find people who are "passive" not able to semi-bluff draws on paired boards in multi-way pots. My read on a passive player's range almost never includes a draw in these spots.
