Is his play ok with lower double suited connectors like that? Should he just gii pre, especially after your 5bet?

His play is fine, it's a good hand to 4bet. Flatting the 5b is better than shoving pre because he gains a bunch of EV from being able to check fold like 333 or A22 etc. It'd be better at 100bb because more FE, but meh.
