Not convinced flat isn't better or do you actually have a balanced turn raising range here with some bluffs?

I suppose you really do not want to let river check through and this turn raise is better/cheaper than donking river to win the same amount of ur opponents chips. And if you do raise something small like this close to a minraise is ideal. Nesselita might have just folded if you potted turn.

Esp if you think ness just gives up river when he bricks or checks his non boat outs.

If you call it may induce a bluff out of the player in the middle of ness checks. Call might just induce a little extra river action. I doubt that makes up for the direct value in a turn raise though especially since on most rivers there won't even be many worse hands out there for your opponents to give you action with.

I think in theory it's very possible we don't want to raise anything on this turn, but well, if villain is gonna interpret it like this that's a pretty good exploitative reason to do so anyway!
